Rebels after having several defeats in the hands of security forces are in back foots in eastern Bihar districts, have reportedly gearing up for reviving its networks in the region. Rebels leaders from Bihar and Jharkhand areas started concentrating for strengthening its base while giving assignments to new faces and also creating special committees in new areas in this region.

Intelligence sources including the sources from CRPF’s intelligence wings have pushed the alarm bell as the banded CPI (Maoists) extended its zonal and sub-zonal committees in eastern Bihar districts along with neighboiuring Jharkhand areas. A high level intelligence source disclosed that under eastern regional bureau (ERB) of the rebels’ organization several wings like Bihar-Jharkhand area committee, eastern Bihar committee and eastern Jharkhand special area committee has started functioning. Bhagalpur divisional committee, a new committee has been formed recently and Prabesh alias Sahadev Soren, a native of Giridih has been made the in-charge of ERB.

Bihar-Jharkhand frontier zonal committee has also tagged in ERB and Arbind, the most wanted rebel by the police both at Bihar and Jharkhand, is its in-charge. Bhagalpur divisional committee has been tagged with it and Prahallad alias Promod is assigned for it. “Promod presently locked inside jail at Bhagalpur but the rebel leaders operate inside the jails. Jubba Sahani central jail, Bhagalpur management has been urged to take special notice on Promod so that he could not operate from there,” the intelligence source pointed out.

Several old and new faces also have been assigned for the new local committees, sub-zones at Banka, Sultanganj, Sabour, Kahalgon, Pirpainty falling under Bhagalpur divisional committee besides many sub-zonal committees at neighbouring Santhal Parganas in Jharkhand. “We have faced several losses in the hands of police and other security forces so for resurfacing, we have started focusing on levy collections. The new committees have been fixed with additional responsibilities of collecting levy,” said a source from the rebel camp at Jamui.

Some top ranking police sources from Munger and Lakhisarai also disclosed that in the awake of the intelligence imputes, police became operative. The intelligence report underlined 18 sub zonal committees under Bihar-Jharkhand frontier zonal committee as most powerful with many hardcore rebels. Police sources also express concerned over such as Jamalpur, Halsi, Ramghar, Charkapatthar committees etc. “Topographically those areas are most inaccessible and the outfits usually take undue advantages of it,” admitted a senior ranking cop at Lakhisarai.

The intelligence report also underlined the active presences of some hardcore Maoists like Parbesh, Arvind, Ranuka, Pintu Rana, Sidho Koda, Karuna etc who have been assigned for the tasks of networking the rebels’ organization in the entire region. “All such hardcore rebels who are wanted by Bihar and Jharkhand police for their involvements in many cases also carries awards on their heads respectively,” said a police officer at Jamui.

Not a single officer concerned in eastern Bihar police was available for their comments and those who were available, remained tightlipped over the issue. Sources from CRPF however admitted that despite tall claims of districts police, the rebels still remain functional in this region. “After opening of a CRPF camp inside Bhimbandh forest covers, rebels activities to some extent could be countered. Munger side was liberated  but the high inaccessible forest corridors with hilly terrains that connects Jamui and Lakhisarai still in the strongholds of the rebels,” the source disclosed and expressed immediate need of more security camps in that region to make the areas free from red-extremism.
