First time history of this “mini Chambal” of Bihar, top ranking cops directly intervened in the affairs of police station to restore policing which virtually derailed.

Deputy inspector general of police (DIG), Bhagalpur zone, Vikash Vaibhav has  suspended SHO, Bihpur PS in Naugachia police district and replaced all the staff of the PS. The action was taken for irresponsible conduct and inefficiency with suspected connivance with criminal elements. All staffs from constable to officers removed from the PS with new personnel directed to join overnight.

Naugachia, a sub-division of Bhagalpur located other side of river Ganga in 1991 was upgraded as a police district just to curb massacres and crimes in heinous natures, perhaps for the first time witnessed such action taken by a top cop against  sub ordinates. Vaibhav claimed steps were taken to ensure arrest of criminals involved in recent sensational killing of four local youths at diara lands in Khagaria district and also for control over crime in the diara land of Naugachia police district.

Top ranking cops has taken the  recent brutal killing incident of four youths and rising crimes in Naugachia as challenge. Vaibhav earlier on November 19 last conducted intensive raids from Kahalgaon to Naugachia on boats and instructed concerned SHOs of the PSs in the areas. Two youths among the four whose bodies are said to be thrown into river bed before chopping into pieces at the Lagma diara under Parbatta PS in Khagaria district on November 14, were from Bihpur areas. The main mastermind of the incident, Pinku Jha also hailing from Bihpur areas.

“It was apparently cleared that Bihpur police was aware of the disappear of four youths and subsequently about their killings. On November 16 police cleared the matter and even came to know about some 7   other persons involved in the incident. But unfortunately, no action was taken by the police. I even instructed the officer, Ramvichar Singh (suspended SHO)  to ensure arrest of Pinku, the mastermind in the case. Pinku was staying at Gouripur but it was come to our knowledge that Ramvichar helped Pinku to escape from police net,” Vaibhav told reporters.

He said that when the family members approach Bihpur police, Ramvichar remained inactive and more interestingly  registered FIR against two youths from Gouripur among the four victims, Choutu Choudhary (30) and Sourav Kumar alias Karay Roy (26) .The case was instituted with  Bihpur PS (case No -409/17 on November 18 against the victims under section 363/365/ 34 of IPC.   “It was a classic case of irresponsible conduct and negligence of duty. Earlier we had complains against the SHO for his nexus with criminals. Now the  matter is under investigation and if such allegation would be true, the suspended cop would have to face legal consequences,” he told.

The DIG however said that search operation with SDRF has been initiated on the riverbed for  searching out the bodies of the youths and also intensive combing operations for nabbing the culprits involved in the incident along with other goons in the areas. “All the PSs in the areas have been alerted and  told to put crusade against the crimes and criminals in their respective areas,” he told.

“Naugachia since long has been worst effected mainly due to bad policing and apathy of government in terms of development. Topographically inaccessibility and vagaries of Nature compelled denizens of the land to adopt crime in retaliation even for no small reasons. But thanks officer like DIG who at least initiate such measures to counter crimes,” said Dipak Kumar, a lawyer at Naugachia court.
